Need two comments to these two class discussion answers, both of the answer to difirent quostions just leave comment to each one

There are a myriad of factors that seem to be hindering the OPM Director and her team in performing the performance measuring system: lack of communication from department heads, pressure from the Mayor, and the noncompliance of the department heads. All of these factors are contributing to the overall stagnation of the new performance measurement and team. I believe, that in order to build support for this new system throughout all departments in the city is to have informal meetings with these departments. As noted in the reading, many of those who are in opposition to the mayor and his new system, is due to citizens and employees being “stuck in their old ways”, department heads ignoring meeting memos, and
simply their unwillingness to follow orders. I think one of the main issues is not only that there is a new Mayor in charge who is changing the way in which the city operates, but also the fact that he has hired an entire new team to lead this new system. Since citizens and current employees’ are unfamiliar with the Director and her team, I think that everyone would benefit from an informal meeting where each person could get to know each other; this would establish a relationship between new and old employee’s and would also create a more positive work oriented atmosphere.
While it will be tough for the director and her team to provide reports on the 100 days in office, due to lack of information, this report could at least include the information that the team has received from the department heads who have actually cooperated. Once that is done, the Mayor and performance measurement team could mention that they are still working on receiving information from the other departments; this would ensure the citizens that work is still being done, because they can’t tell the citizens that departments are refusing to cooperate, that would create another ordeal in the city. Lastly, in regards to the Mayor’s eagerness to include citizens in the new system, the Mayor is simply asking for too much at once. He has already received backlash as the new Mayor of the city, and for this new system he has introduced, one in which people are not accustomed to nor are many willing to adjust to. When the OPM Director meets with the Mayor she needs to show him evidence of the lack of communication and specifically from who. In doing so, maybe he will realize that he is indeed asking for too much too soon. Once the Mayor understands this, and OPM team see a change in cooperation with performance measurements, then they can move on to including the citizens’ opinions, which can be done through surveys and perhaps even town hall meetings for the pubic.

Local government should find a way of holding cooperate companies responsible for repaying the tax incentives, if they can’t create jobs, capital lost in the hope of creating more jobs, budget cuts in the education sector should stop as this affects the quality of teaching in this states. Local governments need to enter binding contracts with companies that they give incentives to, so as to prevent them from to relocating to other states. Local governments should also provide a lot of incentives to the education sector so as to improve the quality of teaching in the states. Politicians who have links to corporations should step down as a conflict of interest they tend to favor the corporations over the states.
The city managers should consider the net worth of companies that ask for incentives, and this limits the number of businesses that don’t live up to the promise of creating jobs. The city managers should consider existing projects before giving huge incentives; this includes the education sector. The states should look at the books of account before giving incentives because the always end up making a lot of losses on taxpayers money
The general public does not know much about the incentives, and they do prefer them as they only see the number of jobs that come in the states, the people also prefer them as they are the beneficiaries in the long run. Yes, the general public needs the education to help them know how much money used to create the jobs in the states.
The federal government should look into the incentives given to the companies by local governments to help in saving taxes that can be used to upgrade living standards of the people. Individual corporations benefit more from incentives, yet there exist other industries that don’t get the incentives, the federal government can look into companies better than state governments this will make the states get the best deals from corporations
